Well if your application has a way to export info, you could just 
extract the database and put it in a new database.  That might be easier 
than playing with the file.

I think MS Access can open this but when I tried it and I was prompted 
for a password.  I was using Office 2003 suite Access program.  Normally 
a DBF extension file is a database and can be opened with MS Access.  I 
work with mainframes and I sometimes create DBF Files with an 
application I use to download files from an application called Decision 
Analyzer that reads our VSAM Files on the mainframe.  VSAM is just a 
flat file with an index.  It is a crude form of a database compared to 
todays standards but mainframes are extremely fast when it comes to file 
access.  From my knowledge, there are probably lots of programs that can 
read a ".DBF" file.  There are many companies that used this file type 
with different applications, so it may be difficult to deciper it.
