Finding the PSQL 9.5 Linux desktop client

I need to add some databases to one of Linux PSQL server dbs we have.
It was upgraded from 8 to 9.5. Attempting to run pcc advises me that
it is not installed. I upgraded using the RPM process, my
understanding is the client is built into the server install.

Is anyone aware of where I could find just the client install file, I
have tried searching at PSQL but was not successful.
