You could fix this by setting the registry key
"HKEY_LOCAL_ACHINE\Software\Pervasive software\Utilities
interface\Settings\Restricted Access On WTS client" to 0 (default=1).
(on the Pervasive server pc).

error was being thrown because I was connecting to the server via
Remote Desktop Connection. Be aware that this operation will fail
even if you connect using the /console switch.
