Yes, this should work.  The Q-Rep activity needs to be set up between
the current primary databases, e.g., primary for db A and primary for
db B.  When any HADR takeover occurs, Q-Rep needs to be restarted on
the new HADR primary.

I don't know Q-Rep well enough to talk to specifics on how to
configure it, but I suspect that if the HADR pairs sit locally, that
virtual IP addressing for each database might be helpful for Q-Rep's
reconnection after HADR takeover.
