No matter how you throttle-down such a program, it's still enormously
pervasive...  literally intercepting every file-I/O call even if it
decides
to ignore it.  And of course, such programs are highly privileged, which
makes them a natural =target= for rogues.

The real, genuinely-effective solution is to implement good security and
good backups.  Your ordinary users have no valid reason to be anything
other than ... ordinary.  If your system's security rules are "throw the
barn-door wide open," then WHEN (not "if") your prize horse gets stolen,
you've no one but yourself to blame.
