Hmmmm....

Are you running your system on a virtual machine using something like
VMWare???

I have never had the TIME() function in BASIC return a wrong time.

I have seen quirks with D3/Linux running on a VM that caused the time
to bounce forward and back at seemingly random times in both the Linux
and D3 system.  However, the linux and d3 times did always bounce
around in sync with each other.

You will need to provide more detail information regarding your
invironment.  Hopefully, someone will be able to point you in the
right direction.
