I fugured what the issue is. Sybase expects a 'go' after the command. In
this case, when i put go after sp_who, it worked fine.

It is not mentioned in the Sybase manual that go is needed. And for any
print statement, it works fine even without a go. 

However, it is not allowing me to put a 'go'  creating the job, we have
create the job first then delete the text and modify it to add a 'go' at
the end. strange. 
 
It is not mentioned in the manual or any forum that I searched.
