Unique control number sequence based on user options

I have to amend an existing simple database, used for tracking file
movement in a department, to track files that are sent to different
regional offices.  Each transmittal record generated has a unique
control number, which must be in sequence for each office.  When a
user selects a destination from a combo box (or a combination of
region options, and departments within regions) I have to ensure that
they are assigned the control number in the unique sequence that
belongs only to that regional office - and that it switches for each
record, and with multiple users accessing the system.
Is there a way to achieve this with one database, or should I create
separate databases for each region and call them based on the
conditions selected by the user?
thanks in advance for your assistance - I'm an Access programmer, so
this is a new thing for me!  Using Visual DBase 5.7, with Lotus
Approach front end.
