Forcing all mails to go through Exchange might make Admin and perhaps 
business sense, but to force user-noninvolved tasks to use outlook 
(without further reasons given like for instance a function library 
indepndant of server side rules) just shows technical ingnorance 
somewhere near the origin of such "rulings".

Forcing Outlook as standard without Exchange is *uneccessary* cruel and 
unsual punishment IMHO - but in such a case the rule might be needed to 
track mails via local folders as Exchange is not available.
