This IS an implementation.

Why don't you tell us what problem you were trying to solve,  and then let
us tell you about the prose and cons of various designs and
implementations.

What leads you to require so many columns?   Why is an index required on
all
columns?
Does each column specify exactly one attribute?  Do all the attributes
describe the same "thing"  (object, entity,  whatever) (or relation****p
among two or more "things") in the subject matter universe of discourse?
How do you plan on dealing with situations where there is a row, and a
column,  but no value that ought to be stored in the intersetion of the
given row and the given column?
