I will still have to make sure there really is not any such query, or
combination of some queries, which would have a good performance
without having extra index(es).
We have tested some types of queries already.

I do not know could tier-2 application arrange something. Queries are
made from tier-2.
( I assume there cannot be a lot of rows in the memory of the tier-2
application. There might be at least some memory limitations. )
