npgsql - Npgsql: Allow IOException in listen thread to be handled by

Allow IOException in listen thread to be handled by application. (re****ted
by Dan Sherwin).  ClearPool called from resulting IOException triggered
another error on the pool cleanup thread.  Changed to remove Queue for
connections.
