pgsql: Tighten up the sanity checks in TypeCreate(): pass-by-value types

Tighten up the sanity checks in TypeCreate(): pass-by-value types must
have
a size that is one of the sup****ted values, not just anything <=
sizeof(Datum).
Cross-check the alignment specification against size as well.
