too many clients. Can they wait in line?

I'm using postgresql-8.2-506.jdbc3.jar with PostgreSQL 8.2.4 and I am
seeing "FATAL: sorry, too many clients already". Can I somehow have
these threads wait in line until a connection is available? Perhaps
with some sort of timeout of 30 seconds?
