PostgreSQL ANSI 8.03.02.00 Windows XP.
This was not an issue with 8.02 driver

Hmm seems there were some implmentation changes around referential
integrity at server side.
Could you please try the drivers on testing for 8.3.0201 at
http://www.geocities.jp/inocchichichi/psqlodbc/index.html
