ecpg not found

I can't seem to find ecpg in my PostgreSQL installation yet the
libraries seem to be there in /usr/lib64. In the doc it says it should
be there in a typical install (which I believe mine is).  whereis can't
find it either.

I'm on Suse 10.2.
